Is this my problem or the camera man? Glitch static problem.

just copy and paste all your interlaced video into a new progressive sequence. it will deinterlace for you automatically.

Why copy and past? You can just change the sequence setting to 30P or 60P.

That sounds supereasy for sure. But what is Pr doing to your footage? Dropping every other line?
