  TV Simulator

  In Vegas Pro there’s this effect that is called TV Simulator, and I wanted to know if there’s anyway I can make this effect in Premiere Pro. I don’t have after effects, and I don’t like After Effects. Just wanted to know if it’s possible. Thanks
