  Premiere Elements 9 on Windows 10

  I am looking to upgrade from XP SP3 to Windows 10. I still use Premiere Element 9. Apparently, the newest versions of Elements do not have device control. I want device control as much of my legacy video is on mini-DV tape. Will Premiere Elements 9 run on Windows 10?
