light blur effect
I recently saw this light streak effect in a video and wanted to recreate it. I’ve tried a couple motion blurs and glow effects, but can’t seem to get it right. It looks like the threshold is set to apply to the whites for the most part since it doesn’t affect the person in the shot.
Does anyone know what this specific effect is or how I can create it?

I believe that this effect (bokeh) is created by the camera lenses, not in post.

Ya, that’s not an effect, that’s just the camera and the depth of field.

The first file is an example of bokeh, but I think that’s Tyler’s “before” example. The second file has the effect he’s asking about, which I would say is directional blur plus glow, with the threshold set high and perhaps a mask is confining it to the upper area of the frame. Maybe the editor had raw, wide dynamic range camera files so when the effect was applied, the lights in the background we’re hotter than the other light areas. After the blur/glow effects, the contrast that we see was put back in.
