  Any way to export an adjustment layer to apply effects to footage in premiere?

  Is it possible to create an adjustment layer to for example change footage’s hue and then export only the adjustment layer and have it affect footage in premiere?

  No. Premiere does not support all blend modes and adjustment layers are unique to AE.
