    I had an old PAL VHS I captured (as PAL) and converted back into 23.976 progressive. I’m pretty happy with the conversion except the audio was too high pitched.

    I took it into Premiere Pro 2 and time stretched it. I then exported it, but it came out as 29.97 interlaced.

    I checked my settings and it seemed to me as though it should have been exported 23.976p.

    Is there a trick to doing that?

    For the Premiere export, make sure your project and export settings are 23.967p.
    Maybe try importing the audio from your original file. If you need to time stretch it to get it to match, I think there is a Maintain Pitch option.
