What you have there looks to me like a “light leak”. This effect duplicates what can happen when film receives additional, unintended light exposure due to a hole or other small flaw in the camera body.

A google search for “light leaks” will give you a variety of resources for these effects. One I use can be found at lightleaklove.com. It is free and can be used simply as an overlay right on the Premiere Pro timeline.

    System:
    Dell Precision T7600 (x2)
    Win 7 64-bit
    32GB RAM
Adobe CC 2014 (as of 7/2015)
    256GB SSD system drive
4 internal media drives RAID 5
Typically cutting short form from HD MP4 and P2 MXF.

Yep, search for “Free light leaks,” download and put on top of video, change blending mode to whichever you prefer (generally screen or soft light works well)
