Premiere equivalent of Avid ‘sync point editing’

In Avid you can switch on sync point editing mode: you mark an IN & OUT on the time line and park the playhead somewhere in between (on a music beat perhaps). Then, in the source viewer, you park your playhead on the frame of a clip you want to sync with your playhead on the timeline(you DO NOT set an IN or OUT in the source viewer). You perform an overwrite edit and the voila, your clip is edited onto the timeline and your chosen sync point in the clip is in time with the beat of the music.
Can you do this in premiere? It seems if you don’t have any marks in the source viewer then premiere uses the beginning of the clip as an in point.
