  Why am I getting poor quality from my mpeg2 DVD export?

  I am getting awful quality after my exports from Premiere Pro using the mpeg2-DVD option (See examples below.) Please help! I know DVD’s use a low resolution but surely the quality can’t be this poor! Scene’s with a lot of motion are particularly bad – movement causes pixelation and distortion.

  ALSO My sequence settings:
  Timebase: 50fps
  Frame Size: 1920 x 1080
  Pixel Aspect Ratio: Square Pixels (1.0)
  Fields: No Fields (Progressive Scan)
  Preview File Format: P2 1080i-1080p 50Hz DVCPROHD

  DVDs are SD. Your footage is HD. Yes, when you blow up SD to HD size it’ll look really soft…like you did with the screen captures. You blew up the DVD encode to match the size of the original HD footage.

  Your HD is 1920×1080. SD is 720×480…yes, a LOT of quality is lost when going HD to SD. Show a screen shot of the DVD encode actual size…it’ll look better.

  I understand this, but this is not the problem. Even if viewed at the SD resolution, if I encode using CBR there is a TON of noise (no distortion). If I encode using VBR pass 2, the quality is perfect, but there is a pixelated distortion around anything that moves quickly.
