  Bokeh Video Effect

  Does anyone know where to download (or how to create) a bokeh video effect in Premiere Pro? I want to have those out-of-focus light circles floating by over a video that I recorded. Can this be downloaded somewhere? I’ve spent some time searching for one but I’ve had no luck. Thanks for any help!
