shifting the Timeline start time

This question I’m sure will get some shoulder shrugs, eye rolls and head shakes but. . . . .I’m prepared ha ha.
So our company usually does event, local and company internal videos. Now we’ve been asked to provide a 30 for a national spot. The video specs are asking for bars, tones, slates and countdown. All the normal parts that play before the actual commercial. I’ll call all the parts a “Production Slate”. I think that may even be the correct name but there seems to be a few. So their total Production Slate is a minute and forty seconds (01;40;00). They want me to start the commercial at the 1;00;00 mark. So my brain says to move the Timeline back 40 seconds so the commercial starts at 1;00;00 but I cant seem to push Premiere Pro CC in that direction. Last time I supplied bars and tones was over 10 years ago with Media 100 and a Beta machine. So would anyone care to share their thoughts on this here dilemma? I know. Find another occupation ha ha.
