  Precise Flickering (Hz)

  Hi guys! I need some help here…
  I studing this days some photic brain entrainment, application on therapies. I trie to create strobe effects on Premiere, but I can’t do it with accuracy (in Hz). Anyone know some tool for this?

  I need something like that, with alternate from multiply scenes:
