  Motion not smooth after export

  I edited a video that used clips at 1440 x 1080 (1.3333) at 29.97fps that was in .M2T format and exported the final project as a .MP4 at 1440×1080 (1.3333), 29.97fps. The video exported from Premier Pro has lots of distortion during motion in the scene. What would be causing this?
