  is it possible to create a motion path / spline for an object (or more specifically a camera) * where the positions
  of the control points relative to each other do not affect the velocity *, and then to control the speed of the motion with a graph?

  No. What you want is mathematically impossible. You can however use roving keyframes to smooth out your motion by letting AE “move” them to the right time.
