  I have an avi file that plays perfectly in Windows Media Player. When I import it to Premiere, it plays abnormally fast in both the source monitor and the main timeline. Why? Is there a fix?

  Check in the footage interpretation settings to make sure that the item is being interpreted as being at the correct frame rate.
