  Pleasentville effect in Premiere Pro?

  Can this be achieved in Premiere Pro, where only one thing on the screen has colour whereas everything else is in black and white?

  Or will this be an After Effects thing to do?

  If your object is a simple shape that does not change in shape (size and position ok), Premiere Track Matte effect can do what you need.
  More intricately shaped or morphing object will need AE’s animated mask feature.
