  Problem making DVD image from Premiere

  I am trying to create a DVD image file from a Premiere CS3 timeline. I have used the “Export to Encore” option and once in Encore I selected ‘Disc Image’, designated a destination folder and told it to Build. Immediately I get a message saying that No Device was Detected. Since I’m making a DVD Image file and not actually creating a DVD why would Encore prompt me for a device?
