    Using Premiere 3.2.0 at work.

    When I import a .psd file, they do not constrain themselves to either the width or height of the program window. I have to scale each individual photo to fit pefectly.

    I use Final Cut at home and this does not happen. Is this just something that Premiere does or is it an issue that can be fixed?

    Scale to fit frame size is a Preference (Edit> Preferences>General}…must be done prior to importing.

    The best way is to resize all the photos in Photoshop to your movie size and resolution i.e. 720 x 480 @ 300dpi (not 72dpi) for quality; or 4 x 3; 16 x 9. I start with psd file and resize all the layers inside. I remove some backgrounds, make the pix nice and fancy, color fix and more. After I satisfied I use the script menu to export all to files and save them as targa frames.
