  Help with getting this effect?

  I’m trying to emulate the light effect in this picture: https://www.andrew.cmu.edu/user/ggee/effect.jpg

  Basically, it looks like the text border lets the light through from the background to foreground, but how it does it is a mystery to me >< I can't think of what to do... Any suggestions would be great. Thanks!

  BCC 4 has tons of light effects, many of which produce this type of look.
