Is there no way to easily move ‘clips’ (segments of a larger capture that have been razored out) to AE for effects rendering?

It seems there should be an easy way to do this, but I havent found one. Essentially, I have a long capture. I razor a section of it that I want to apply layering to. Shouldnt I be able to take that section, either through copy/paste or rendering just that section, into AE for effects, then render out of AE for re-insertion into the PPrp timeline?

Am I looking at this all wrong? Am I over-complicating or over-simplifying this?

Have you tried to import a premiere pro project into AE?
You can open a sequence you’ve dedicated to your effects and it will open it as you have cut it.
Then spit it out of AE and import it to PPro, and replace that with the nested seq of the origianl footage.
Alternatively you can export a PPro project from AE.
