I shoot using a Sony PD-170, it creates interlaced video, but I edit in Premiere Pro 2.0 so how do I convert the interlaced video to progressive video?

Why? PP handles interlaced quite good.

You can deinterlace on export. In the upper left corner of the Export Serttings window is an Output tab with a Deinterlace option.
