  Mini DV Tape reader ?

  Is there an inexpensive device that can transfer mini DV tapes into the computer without harnessing the camera to do this job?

  An inexpensive one? Not that I am aware of. If you want to use a cheap deck, I would reccomend purchasing the simplest MiniDV camera with a firewire port for capturing footage.

  I bought a closeout miniDV camcorder on eBay for about $150.

  Firewire is just bits on a wire, so as long what you use as it reads and transports tape, the quality doesn’t matter a lot. It was cheaper than any stand-alone deck, and it take pretty good video in a pinch.
