    Create an adjustment layer with a polar coordinates on it with type being rect to polar…create a blue solid underneath…in the same amount of time animate the polar coodinatets from 0 to 100 at the same time you animte the position of the solid from the off the screen on the bottom to the middle centered….this is really close but not exactly

    ohh right…then just add a circle as your alpha on top..subtracting from a black solid and that matches it exactly

    I just noticed one more thing…the animation makes use of that 2nd white circle to both hide the hole in the middle and to make it a seamless loop
