  Time Remap Bug?

  Back in CC2017 I could click on time remap value in switches column highlight the TC and command up or down to change the value by one frame, now in 2019 the value just jumps to the last TC number, if I’m in frame mode nothing happens at all. I used to be able to enter a value numerically, now it just jumps to the last frame value. the only way I can change the value is by scrubbing or double clicking on a keyframe and changing the number in the popup.
  Is this a known bug or just a feature that was removed for some silly reason? Very frustrating.
