  Polar Inversion effect recreation

  There’s this cool effect in Paint.net called Polar Inversion and it looks like this:
  

  I did some searching but didn’t find anything on recreating it in any video editing software, so I’m posting here to ask if anybody knows of any way to replicate it.

  that would be cc lens effect…or perhaps a Optics compensation…but cc lens for sure

  If anyone wants to create this exact effect in AE, you can download a plugin that Tobias Fleischer very kindly put together

  There’s also the built in FloMotion inside the distortion effects which is pretty much spot on with the example given.
