    Try creating a new solid and add Fractal Noise, but reduce its transform to just 5% scale.

    Then add a gradient wipe effect to your rust layer, point this at the fractal noise layer and offset the keyframes with the linear wipe.

    What should happen is that the rust spots appear and grow.

    What makes something look metallic is it’s reflective characteristics. A way to fake it in 2D is to add a Gradient effect that goes from top to bottom, add the Bevel Alpha effect, then add Colorama and pick one of the metallic color options for the output. Play with the bevel amount and see how it changes. Also, if your “camera” is moving, it’d be a good idea to animate the reflection changing. The easiest way to do that is to animate the angle of the Bevel Alpha effect.
