Create null with expression or effect?

An expression can’t do anything other than alter the value of the property hosting the expression.

I believe Effects can do script-like actions upon user interaction (for example Trapcode Particular can create, rename and Hide Light-layers)

But writing effects is a whole other beast than expressions or scripts.
