  Anyone to explain this effect?

  I’ve tried fractal noise and displacement map but didn’t succeed in getting the same result.

  Sorry, I know it’s taken a week for anyone to respond – but I think that’s because you didn’t include a link or picture. There’s lots of glitch looks, I did a tutorial recently with my wife where she wanted to learn how to make glitches:
