  How To Make This Specific Displacement Effect?

  Hello.
  I have always been fascinated with those dreamy “moving images”.
  This is what i’m talking about:

  (All the images have been found on this tumblr page (https://rexisky.tumblr.com/), and are used exclusively for demonstration purposes)

  

  I know it surely has something to do with the “Displacement” effect, but i wouldn’t know how to make that perfect wavy effect which blends so nicely and almost makes the composition look 3D.
  I’d love to have some tips on the process, if you can give me any; thank you very much.
