Underwater blur effect
I am looking to make an underwater scene with sort of alternating random blurry patches, like this: https://youtu.be/PJGaMmWBi-k?t=9m14s
I’ve toyed with turbulent displace but haven’t landed on the right set up yet.
Any recommendations? Thank you!

seems like wave warp, tint and a little blur

I found this tutorial that seems to work using effect + noise and grain + fractal noise.
