  what effect is this?

  any clue on how to replicate what happens at 22:31?

  I see eased scaling and rotating, some RGB splitting and glow, but not sure about the “lights” coming out of her. Seems like they come out of her body (a transparent layer scaling up?) but the video didn’t mention any rotoscoping, so I am guessing it should be something easier than that.

  Not sure if it comes out of her?
  More like an overlay of some sort.
