Premiere Pro CS5 Audio from laptop & cell phone mp4s goes out of sync
Twice now, from 2 different sources (a cell phone and a laptop both generated mp4s), I have brought audio into premiere CS5 and it seems fine toward the beginning, but gets more and more out of sync as it goes along. I have seen variations of this issue and some of the resolutions. I have managed to work around it by messing with the assumed frame rate under “Interpret Footage” but it isn’t perfect.
I know these problems would probably go away if I upgraded to the current version of premiere, but right now I am not making money on my video work so I can’t afford to make that leap. So I am hoping I can wrap my head around what is going on so I can find a work around that is less frustrating.
Both videos play fine in the Windows 10 video player and only have sync issues once in premiere.
Here are the properties of the laptop video according to premiere:

I noticed if I look at the properties via Windows it gives a framerate of 30.05 fps. With the cell phone video I noticed a similar discrepancy, but premiere showed it at 29.97 and Windows at 29.95. On the cell phone video when I told premiere to assume 29.95 fps it seemed to solve it near perfectly, but with the laptop footage I ended up assuming a framerate of 31.5 to even get it close, and I just had to use trial and error.
I saw a lot of people recommending an intermediate codec like prores to make premiere happy. Unfortunately CS5 premiere/media encoder don’t seem to have any viable intermediate codecs for HD footage. Am I missing something?

Variable framerate is known to cause OOS issues.
Convert with Handbrake (do not use AME) to constant framerate before bringing it into Premiere.

Thanks for the reply! I did see this solution before when googling my problem, but I didn’t have any luck with it when I tried it. I will give it another shot, but if you have any tips for correctly using handbrake to accomplish this that would be helpful!
