  is they a way for the corners of a object to move like so in image
  

  i’m trying to get a video file mp4 to angle to the screen on the background

  if the screen is moving you need to use the proper workflow for placing an element on a moving object. a big part of it is Tracking the object. information here : https://helpx.adobe.com/after-effects/using/tracking-stabilizing-motion-cs5.html

  if there is no movement, and you are just looking for an easy way to place an element in perspective – use the Corner Pin Effects or the CC Power Pin Effect.
