  what are plugins for character rigging? and which one is the best?

  I’m searching google and there are many tools for character rigging for animation, but which one combine simplicity and powerful features? and which one just do the job with least headache possible?

  You could try Duik for After Effects.

  The newer AE versions come with Character Animator- pretty amazing tool. I would recommend looking into that first.
