How do I generate interlace jittering?

This video details what the effect looks like, and this thread on reddit that named the effect. I’m not sure if the person who made the comment is correct on the name of the effect, or on how to replicate it, however, it still helps a lot.

Regardless, I am still incredibly confused on how to replicate this sort of effect. I understand simulating it in a noninterlaced video would be rather hard to replicate, so is there any way I can convert the video to interlaced, jitter the interlacing, and then convert it back?
Any help is much appreciated. Thank you!

It looks like a vertical “Wave Warp” distortion,
(Effect > Distort > Wave Warp)
- Wave Type: Square
- Wave Height: 2
- Wave Width: 2
- Direction 0°
- For moving jitters, set the “Wave Speed” to 1/2 of the framerate of your composition, like 15,0 if your Framerate is 30fps
Put on an adjustment layer set to blendingmode “Color”, since it doesn’t show up in areas that are perfectly grayscale. Plus some blurring
