It sounds as if a series of Posterize Time, a few hold and bezier keyframes with varying degrees of velocity curves set, along with the cheese of the “trails” left by something like the Alien Skin plug-ins MAY get you where you want to go.
I haven’t seen the movie in years but if memory serves me well — and lately, I don’t always bet on it anymore — this is how I’d start to try to achieve the effect (at least the one I am recalling in my head).

To that, might want to play with a blur effect applied only horizontally or vertically, and make that change rapidly and randomly. I was playing with that in Boris last week and it looked pretty trippy, combined with some speed ramping.

Your looking for echo, its used for drug effects. Effects>time->echo
