I recently had a feature film upconverted to from DVCPRO 50 anamorphic to HDCAM. The HDCAM appears to have been mastered using anamorphic. When upconverting from anamorphic footage, shouldn’t the anamorphic distortion be removed? The titles are cropped off and the image is stretched horizontaly and squeezed vertically. I am not sure what hardware was used to create the upconverted master. What is the proper procedure for upconverting anamorphic footage? Any help would be greatly appreciated.

Yes. Your image should be a full 16×9 after the proper AR conversion.
