Surrounding move fast
I want an effect like this: https://www.youtube.com/watch?v=hTJ-lCu6MgQ&list=PLF7D65AF9280A7B36&index=39 on 0:13. The surrounding move fast, but the most import thing doesn’t. Have anyone a tutorial of this? Thanks!

It seems that there is no effect used at 00:13. The main subject is almost still and the crowd is moving. Then by increasing the speed of video it looks like as if the subject is still and surroundings are moving.
Though in some places Slowmo has been used which can be obtained by Using Plugins like RE: Vision Effect Twixtor

If you wan to achieve what are looking for then a combination of Time Freeze or Time-Remap and Masking would help.

If you want the Surrounding to move fast and the main subject to be slow or at normal speed, You can use Time-Remap feature instead of Time freeze in above tutorial.
