Effect: Playing a 25fps clip back with less fps

One of the FX, that I did not fin an equivalent for in X:
I want to get a more choppy Staccato feeling for certain shots,
meaning I want a 25fps clip in a 25fps TL to play only 10 fps of it’s content.How can I achieve this in X?

We are in a huge project for quiet a while now.
I work on a HacMac, that needs first a system upgrade from 10.8.
Something I’d rather not do on a HacMac during a project.
Like the English say, never change a winning team. …. specially not during a game.
And on that OS, 10.0.9 is the max.Sascha
