  Transcoding and Media Management has gone idle, but files are NOT done.

  Transcoding and Media Management has gone idle, but files are NOT done. I restarted the computer but FCP X did not continue the processing. How do I get it to continue?

  What were you trying to do? Move a project or just create optimized or proxy media?

  If the latter, just select all your files in the event and right-click and choose Transcode media. If the file has already been transcoded, it won’t transcode twice, but you can start up for the remainder.
