    basically I downloaded a video online.
    it was encoded in Xvid codec mpeg-4

    is there something that im missing here and i wasn’t aware of, like somehow install the codec again?

    After Effects does not work well with codecs like that. Try re-encoding it to a lossless or uncompressed codec.

    the video I downloaded, well i wanted to use it for a project that I am diong…

    how do i uncompress something like that?

    is there free software out there?

    If you are using Windows, you can use a program called VirtualDub. If you are on a Mac then I have no idea. I have heard maybe Quicktime?
