  Layer>Time>Enable Time Remapping.

  Set a keyframe at the position you want the rewind to occur(Keyframe 1), then set a keyframe at the rewind point. Grab the rewind keyframe and the last keyframe(at the end of the layer) and move both past Keyframe 1. This will give make the video back-up, then play again at normal speed.
