i have some footage slowed down from 30 FPS to 15 and when i render it out there is a sort of “vibration” effect to the sequence. i have tried it with frame blending on and off and it doesnt seem to change it.any ideas what might be causing that ?

Video played at 15 fps will look jerky if it’s interlaced so if you want to slow down the footage so it looks smooth try duplicating each frame and then play back at 30 fps.
If you have rendered the video in Mpeg2 for DVD use try adjusting the rendering to be bottom field first.
