  Problem with activating effects on a layer

  Hello,

  I used After Effects ver. 7.0, I currently have some problem to activate an effect:

  add the After Effects ”Fast Blur” filter. Effect > Blur and Sharpen > Fast Blur.
  =============================================================================

  I have selected my layer, and I have tried to used the top effects menu, however this effects is not highligthed. What is the problem, does those function effects are closed ??? ….
