  24 Frame Conversion?

  A friend of mine told me that you can convert to 24 frames using AE. He told me to manually change the frame rate as you create a new project and then reduce the interlace flicker a lot. I’ve tried this but I only seem to get a really blurry image and footage that looks no different from the original. Is there a way to do this in AE?
