  Creating a pattern/shape in illustrator

  What is a good and easy way to create a pattern shape like this one?
  

  I would need all the rounded (Circle) edges the be same shape.

  Use the radial pattern technique, than put a large circle in the middle to mask the central area.
  Finally, you could select all and Pathfinder > Unite.
