When copying one piece of art to another layer,…Is there a way to make it paste into the exact same place that you cut it from?
This is so you don’t have to worry about getting it back into the exact same place? This just adds an additional step.
Is there such a preference for Copy/Paste?

In AI, select the object and Ctrl/Command + C, then release C (still holding Ctrl/Command) and then press F to paste in front or B to paste in back.
In PS, when I Copy/Paste the first paste always lands in the same position that it was copied from. Subsequent pastes land in the center of the artboard. If I wanted to repeatedly ‘paste’ into the original position I would do the first paste then just duplicate the layer.

In Photoshop use command j to duplicate either the whole layer or a portion of it.
