  lashes too pixilated when made smaller

  Hi
  I had an eyelash brush that I worked weeks on. All of a sudden, when I use the brush and make the lashes smaller on the image, the lashes become very pixilated and sloppy looking. I haven’t done anything different.
  So, I have been trying to get the lashes to look smoother. I’ve already used anti-aliasing and that hasn’t worked. Any other suggestions?

  If this is an Illustrator question, check.. Effects/Document Raster Effect Settings/Resolution..
