  How do I create this?

  Wanting to create a circleish lower third/revealer at the :20 mark in this announcement video. Any help pointing me to where I can learn how to do it or somewhere I could purchase it?

  Looks like a bunch of shape layers animated with a radial wipe and some opacity changes. That should work.
