  how do you make this title effect?

  how can I make this effect in 00.11-00.12 where the bar effect comes out and turns into text?

  It’s a combination of shape layers, animated masks and possibly Venetian Blinds. The text can be cut out from the solid using a text layer on top as a track matte. The reveal is a solid shape animated on top.
